they had a lot of crazy animation fx way back way before youd think
heres them rotoscoping tracing single frames of film to animate at absurdly high framerates in the early 1930s
this the same kinda tech/idea that was eventually used to make mortal kombat and all those 90s pre-rendered games like pit fighter and donkey kong country

also the technique is called multiplane
its basically exactly how youd expect such things to be done without computers
youre literally moving two different paintings at different speeds in front of a camera to simulate depth. the characters are then animated on top of that
